It attaches to the tailgate of the JL and operates just like the factory spare tire carrier but with the added support of being mounted to the frame. This tire carrier comes with everything needed to convert the bumper from standalone to a bumper with a tire carrier that can handle up to a 37 inch tire. Retains easy access to rear of the
